Vehicle manufacturers must apply for CVRP eligibility with the California Air Resources Board (CARB) and meet a number of program requirements.

Generally, a vehicle is not eligible to participate in the CVRP for one of these reasons:

  • It does not meet required emission standards.
  • It does not have an original equipment manufacturer’s warranty.
  • It does not meet the 30-month lease term duration requirements.
  • It does not meet the minimum 35-mile UDDS electric range requirement (implemented December 3, 2019).
  • It does not meet the minimum 30-mile EPA electric range requirement (implemented April 6, 2021).
  • It does not have a base Manufacturer Suggested Retail Price (MSRP) of $60,000 or less (implemented December 3, 2019).
  • It does not have a base Manufacturer Suggested Retail Price (MSRP) of $45,000 or less for vehicles in the Car category (implemented February 24, 2022).

Vehicle models over two years old are also removed from the eligible vehicle list. The following table provides information on why several common vehicles are not on the list.
