The California Air Resources Board’s equity-focused light-duty electric vehicle incentive programs Driving Clean Assistance Program and Clean Cars 4 All seek to increase access to clean transportation for households that have historically been excluded from new car markets. Even with large financial incentives and financing support, many households with annual incomes at 300% of the federal poverty level must reach beyond 15% of their annual income to purchase new electric vehicles. There are some affordable used electric vehicle choices without incentives, but $9,500–$12,000 incentives and financing interest rate maximums enable meaningful choice, so long as the vehicles are available for purchase. This presentation summarizes an analysis of vehicle affordability and the impact of incentive programs on affordable electric vehicle choice. Assumptions, methods, and results are detailed in the presentation.
