This paper and presentation for the November 2022 second reschedule of the International Energy Program Evaluation Conference build on prior work to create an initial, but more recent, picture of the fuel-cycle greenhouse gas (GHG) emission impacts and cost-effectiveness of California’s Clean Vehicle Rebate Project. Emissions are estimated using disaggregated data from vehicles purchased/leased in 2020 (N= 37,201) and factors that characterize fuel use and fuel carbon intensity. We also discuss a prior two-state evaluation of 2019 vehicles rebated in California and Massachusetts.
